No, that undecided group does not exist, this election clearly demonstrated that. Trump results are nearly identical to 2020. What exists are people who are not engaged or disalusioned. They also are poor and going to vote is a meaningful event that takes energy that they don’t have.

No each body must vote to sustain an objection, if one doesn’t then the process is deadlocked.
One body can reject forever, nothing forces them to accept.
Republicans dont even need to win states they lost just to have their results rejected by Congress and the election having no one get to 270. In that case the house votes by state which Republicans win easily.
The only way to have entrenched political parties adapt election laws is to vote for alternatives. Only at election time can the topic of election reform be addressed.

Engineering is about trust. In all other and generally more formalized engineering disciplines, the actual job of an engineer is to provide confidence that something works. Software engineering may employ fewer people because the tools are better and make people much more productive, but until everyone else trusts the computer more, the job will exist.
