They are doing damage from your POV but maybe they are doing what is expected from them (keeping the status quo).
My suggestion is to identify a release group that works for you (I.e with sub for the language you need) and setup the arr for those rather than using Bazaar

What do you mean any anywhere else? Other device like tv? Other network, but you mention it is working on your phone so I assume it is different network?
