I don’t think states have the ability to wage a war like they did in the 1800s. The federal government has centralized so much power since then. Back then, all you needed were muskets and cannons and bodies. Nowadays, it’s a completely different battlefield. And guess who has ultimate authority over every State’s national guard? The DoD. I would hope that the commanders of those national guard units would pledge loyalty to the Constitution and their States before whatever the fuck this regime is, but Trump and his lackeys have been actively pushing out all commanders that aren’t loyalists.

Blame the SCOTUS. At least some states like Pennsylvania had their courts rule gerrymandering as unconstitutional (for their state, not federally). Unfortunately, a lot of other states still gladly allow it.
