The people in charge want to fill private prisons with a vulnerable population who have no recourse as they have little or no rights. It’s a grift at the expense of human lives. They actually can arrest anyone because they are immigration and customs enforcement. They are still law enforcement, so they can enforce any law. If you import something illegal or try to smuggle drugs into that is one agency that can investigate you. They arrest people for things like importing fake luxury items.
