It should be taxed at extraction, because there is no way to accurately track the full life cycle of the plastic. The tax can be refunded at the time of recycling, assuming it gets recycled, which the vast majority of plastic isn’t. At least currently.

Would be interesting to see which uses more energy. Implementing a carbon tax would surface those costs pretty quickly.

It’s also self-reinforcing, by making that the norm it then shapes future development and expectations. :-\

You’re not bad, and I’m sick of the infighting. But denying the reality of the fundamental flaws in the electoral system is just ignorant. Idealism doesn’t work when the platform to implement those ideals is broken as fuck.
